Gov't Struggling To Contain Public Anger With China

We expect public resentment against China to remain a concern for the government leading up to Communist Party of Vietnam's National Congress in January 2011. With Hanoi's efforts to 'internationalise' the issue of disputed islands in the South China Sea during its chairmanship of ASEAN in 2010 unlikely to quell nationalistic sentiment, we expect the government to continue to use technical and legal measures to silence domestic criticism.
