Al-Shabaab: An Increasingly Ambitious Threat

BMI View: Al-Shabaab's confirmation that it was behind the July 11 attacks in Kampala demonstrates that it will now strike out against its enemies abroad, rather than merely fight them in Somalia. Al-Shabaab certainly has means at its disposal, but its Kampala attack will also put it under greater scrutiny. Meanwhile, Ugandan President Yoweri Museveni could resort to greater authoritarianism at home to secure re-election in February 2011.
