The key finding of our September BMI Sovereign Risk Ratings survey for Emerging Europe is that there has been a marginal deterioration in credit quality in emerging Europe over 2006. While the regional ability to pay score has increased for the fourth year running, the willingness to pay has continued the decline which began in 2003. Shifting public policy has had a greater impact on sovereign ratings than the improving macroeconomic base.
