North Korea's official announcement that it plans to conduct a nuclear test is no bluff, since Pyongyang has become fed up with the impasse in the nuclear dispute with the US and its allies. A test could coincide with the 61st anniversary of the founding of the ruling Worker's Party, on October 10, since the regime often uses key anniversaries to make grand gestures - although as yet there are no definitive signs of preparation, according to Seoul.
